What I do if at the time of JAWS action I don't have any swimmers to kill And I can't use a token because it's my first round? Sorry by my ignorance and thanks for the tutorial

When a water card has been moved can jaws still move to this on his grid? For example when jaws has to move back to his island and there is no water card around him what does he do?

Can you remove a water card with a swimmer on it? If so, what happens to the swimmer?
