Here’s the trick to catch the Magnalav:
You were doing everything right, except first you need to unequip your rod’s sinker upgrade. This means once you cast way out and the bait reaches right below you against the land, it will stop moving. Then just patiently wait for him to bite. Good luck 👍

Other times it will spawn:
December 21st-31st on hours divisible by 4 (e.g. 8:00-8:59)
and I think now it spawns on every weekend
