Their more focus in colonizing eastern Europe, the asia minor which includes north africa, all of asia and the middle east.

Because they where already colonising the entire east of the country from Turks and Siberians

The short answer is not because they were kindhearted. Far from it. They lacked access to necessary year-round seaport, were busy with colonies in Europe and Asia and needed to focus their money on other matters. The fact it was present in the Berlin conferences tells it had a colonial-mindset.
