For me, being from post-soviet country (Lithuania) it is easy to understand what happened with the conscripts. Generals got money for contract soldiers, they wanted the money for themselves, they thought it is a good idea to maybe take certain percentage of the money and instead of expensive contract soldiers send in some conscripts keeping the contract soldiers salaries in their pocket. Majors saw generals doing that, and took their own share too. So 20% + 20% + x % ended up with half the invading army being poor conscripts. I also have no doubt the generals did not know until the end it was going to be an actual war happening (because top-down hierarchy and paranoya of spies), instead they thought this is another muscle flexing drill (hence no harm in having the conscripts). Same with the equipment, tanks with missing radios, lack of rations (or old rations, because why buy new stuff when you have a warehouse of out-of date rations). This is the trap of kleptocracy. We have been fighting with this kind of thinking and mentality for 30 years in Lithuania.
