This is Fry's nephew, the same person from the episode The Luck of the Fryrish, who was known as "The Original Martian" and named for his uncle to carry on his spirit. Here, you can see his appearance in Bender's Big Score.

Bender visits Yancy's house and meets his son, Phillip J. Fry. In the episode "The Luck of the Fryrish", it was shown that Yancy named his son after his brother who disappeared. But Fry travels back to the time right after he got frozen so he never really disappeared in that timeline, so there is no reason for Yancy to name his son after his living brother.

Yancy missed his brother fry because he went to live in the north pole instead of disappering in 1999. What we see in jurrasic bark isnt seymour waiting all alone for fry but him waiting for fry to come back from the north pole, which he did. That what i reckon anyways. I hope we get more seymour in futurama in the future like he can be unthawed.

I like to think in this reality where Fry becomes a whale caretaker. During family gatherings such as on birthdays, Christmases, Easter, Thanksgiving etc, where the family gets together. Fry would regail them with tales about all the adventures he has on his sea voyages. This gives his nephew a strong sense of adventure early on in life that inspires him to become an astronaut.
