Its a soft-brick and its easy to fix.
Replace the boot.firm and boot.3dsx
and you are good.

My NAND restore was interrupted. The same error could be fixed with L + R + UP + A

I got the same thing as you but Mine is fixed easily .... You have a soft-bricked 3DS

try removing the sd card, usually worked for me... if not welp rip 3ds
