whenever i run brothers in arms road to hill 30 it runs with 100% speed and 60 fps on the start
but when the game starts its 45 to 50% speed and 30 fps

This worked for me. I'm using a laptop with 24GB RAM and an Nvidia 980m 4GB VRAM

I can't seem to find any hardware setting that works, only software. This fixed my issues!

if you find the game " too fast" and music too fast,

open the core gs settings, at the bottom uncheck the preset option box on the left, where the slider is, he told you to put to agressive mode, this thing,

go back to the core gs setting

unselect the box that says "disable frame limiting", make sure this box is unchecked.
and put main fps to 40-50 leave the turbo, etc where it is, only focus on the main fps

Software mode is really CPU intensive. Hardware mode with native resolution and MTVU is going to be much faster option. Also underclocking EE only works for less demanding games that never utilitised the full power of the PS2 Emotion Engine.
