If this is not working, then;
1. Close Anaconda completely and then retry doing as shown in video.
2. Try updating the Anaconda version and then follow the video.
3. Right now opencv doesn't work on python version 3.8. Downgrade to version 3.7 or 3.6.

why when i try to install opencv by anaconda, after 15 minutes it still appears on the page “the following packages will be modified, solving package specifications”. does it take that long?

Your python: python=3.8

If python is on the left-most side of the chain, that's the version you've asked for.
When python appears to the right, that indicates that the thing on the left is somehow
not available for the python version you are constrained to. Note that conda will not
change your python version to a different minor version unless you explicitly specify
that.
