If Visual Studio is not able to find the libraries, try restarting Visual Studio if it was open when you changed the Environment Variables. That solved my problem.

I have donwloaded OpenCV 3.1 from their site and I want to use it in DevC++. I have tried to search on Google but I find only instructions for using OpenCV 2.0 with DevC++.

I read there I need to configure something in DevC++ to make OpenCV working with it.

I can extract my OpenCV 3.1 now but when I open a program called OpenToonz_1.0 it says "The program can't start because opencv_world310.dll is missing from your computer. Try reinstalling the program to fix this problem." please someone help
