inertia is the literal opposite word you could've used, trying to convey said meaning. people are saying that "drag" was the word you were thinking of, to which, they are correct. but to stay inline with your script/wording, you could have said that shooting the arrow underwater messes with the inertia of the arrow, causing it to slow down and sink much quicker than if it maintained its inertia as if you were shooting it in the sky.
