it's called debug stick for a reason. it's used to debug states of blocks and change them. for example the direction or waterlogging is considered state of block. this is more of utility tool and it was not designed to be implemented into vanilla or lore of Minecraft in any way.

Day 4 of: Suggestion the lore of the xp in minecraft ( it could be souls of animals/mobs because if you kill any mobs/animals you get xp and mining spawnner also gives xp because it has mobs in them and there are souls of ancient people trapped in ores)

the debug stick was probably added for testing blockstates to see if it works properly

Why does noone actually understand item names? It's a DEBUG stick. It's meant for debugging block states. All it does is change any block state on a block. It's not overpowered, you can't obtain it without commands and even if you somehow get one you can't use it in survival. This is about as annoying as when people say command blocks are op as they can give you creative mode. That's not the item's purpose.

The debug stick is a staff used to bend reality and i think it is holds way more Power than we think
And i think that steve aka the players aka us dont use the full Power of the debug staff and that shows us that steves mind is quite basic to do this
