What?? NY permit to carry was always impossible to get if your not politically connected or wealthy. They always refused carry permits. 2 New Yorkers brought the beef to the Supreme courts notice. NY & NYC can no longer refuse a permit to carry if the person passes a FBI really ATF 4473 background check.
