Please dont vacuum your computer, the static can damage components on your computer such as motherboards and graphics cards. Vacuuming fans and heatsinks is fine but I would use an air compressor or a can of compressed air to clean your computer, it is also more efficient than a vacuum cleaner

also oversize your heatsinks, if you have a 45 w CPU and you mount a 80 W heatsink, the fan wont even need to be on
