Separated electorates were introduced for Muslims, representation in excess of their population strength was accorded to them.
The strength of the Imperial legislative council was increased from 16-60
The central legislative council was to have an official majority
The provisional legislative council was to have non-official, Non- elected members majority
An Indian member was taken for 1st time in the executive council ( Satyendra Prasad Sinha was 1st to join as a Law Member)
The system of the indirect election was introduced
Separate representation to Zamindars, Universities was introduced.
Voting on separate budget items was allowed. But as a whole budget could not be voted upon.
Office of V.P at central and state levels was introduced.
