The Indian Councils Act 1909 was an act of the British Parliament that introduced a few reforms in the legislative councils and increased the involvement of Indians (limited) in the governance of British India. It was more commonly called the Morley-Minto Reforms after the Secretary of State for India John Morley and the Viceroy of India, the 4th Earl of Minto.

In October 1906, Muslim elites called the Simla Deputation, led by the Agha Khan, met Lord Minto and demanded separate electorates for the Muslims.

Gopal Krishna Gokhale also went to England to meet the Secretary of State for India, John Morley, to put Congress demands for a self-governing system similar to that in the other British colonies.

The viceroy, Lord Minto, and the Secretary of State for India, John Morley, agreed that some reforms were due so as to placate the Moderates as well as the Muslims.
They worked out a set of measures that came to be known as the Morley-Minto (or Minto-Morley) Reforms, later translated into the Indian Councils Act of 1909.

They were already divided on different basis prevailing in the society at that time, that's why British had succeed in their aim. They further reaffirmed this on demand of Indian leaders. This is not ironically bcoz once you demand something from a suppressor, he will further suppress you reciprocatlly by fullfilling the demands.
