Is it satisfying enough to look at the pattern of dividing by a whole number and dividing by a unit fraction and then apply that pattern to any fraction? When trying to come up with a visual explanation I like it best to change both numbers into equivalent fractions with a common denominator. Then, both common denominator fractions can be drawn on a number line and it becomes clear that dividing them is the same as dividing just the numerators (whole numbers) - and this division can be shown in fraction form. This method can also feel good intuitively as we are already used to change fractions to a common denominator when adding or subtraction.
Pictorial form can also: divide something by 2/3. Show with partitioned rectangles. First, divide by pieces with a size of 1/3 and this is the same as multiplying by 3. Now, when we divide by a number that is twice as large (2/3 instead of 1/3), we would have to divide the earlier answer by 2, because the size of the pieces you divide by is now twice as much. This might help with feeling good to use your (I believe most common) method. Still many people make mistakes using this method because they cannot fully memorize.
Multiplication can be shown pictorially (example 2/3 of 4/7) by first shading 4/7 using horizontal bar partition, and then shading 2/3 of this (by vertical bar partition of the already shaded number. Also here, we are using a common denominator, as the number of blocks will be 21.
