Few years back Spanish Talgo has proved that their trains can run on avg 150 kmph with minimal infra gradation because those rolling stocks are equipped with tilting and other ultra modern features. So Indian railways should find the PPP approaches for speed up gradation wherever possible.

True that, nothing can be done on gradients and curves. But the tracks can be strengthened wherever possible. No point in having trains running at mere 110 kmph in plane straight tracks because the tracks are not strong.

In India, Greenfield projects are cheaper to build rather than brownfield. A lot of Government land is under illegal encroachment. It sometimes becomes too costly to recover that land because people go to courts and create years long deadlock.
Recently, Railways is recovering land where it can by giving money (buying back it's own land). You can guess how costly it can get in big cities. Also, states don't co-operate with Union Government because it is primarily state government's duty to protect Railways land from encroachment which they don't. It is similar case with National Highways.

Everyone needs upgradation, but none wants to pay for it.. people starts protesting if there is increase in price. We dont need high speed trains, but we need one or two extra tracks at this moment.

Recently I was in Italy. Their train was travelling at 350 KM/hour.

Congress party had completely neglected infrastructure development. Only under current government development is happening.

Talgo tests few yera back has shown that with new technology like tilting technology and independent wheels of both sides of the coach instead of wheels mounted on axles can run on 160-180 kms on existing tracks with minimal upgradation like fencing and straightening of steep curved. Hence railway should go for these type of approaches.

Instead of high investment in upgradation, new project like bullet or rrts should be implement and upgardation can also be done in moderate speed so that poor and middle class can enjoy india railway and rich people or tourist can enjoy bullet train

Conventional railway in any country cannot go beyond 220 kmph...
What India can do is to upgrade all important corridors to 160 - 180 kmph that includes Golden Quadrilaterals, Golden Diagonals and other routes like Chennai - Bangalore - Guntakal, Chennai - Madurai - Kanyakumari, Chennai - Coimbatore - Thiruvananthapuram, Ahmedabad - Ajmer - Delhi, Delhi - Jalandhar - Amritsar/Jammu, Kanpur - Lucknow - Moradabad - Delhi, Lucknow - Gorakhpur - Chhapra - Katihar, Katihar - NJP - Guwahati - Tinsukia, Prayagraj - Jabalpur - Bhusawal, etc.
While other routes can be upgraded to 110 - 130 kmph...

Railways are undergoing improvements for last 8-9 years only. Hence we are 20-30 years beyond china.When we do periodic changes, then we can upgrade the systems.

HIGHER-SPEED = LESS SLEEPING SEATS = MORE SITTING SEATS = MORE REVENUE (ALSO more cost sadly)
But its a great trade-off. A person who can stand in general for 12+ hours, can certainly stand for 6 hours to reach the same destination faster and probably will pay more, if needed.
Regional DIRECT HIGHWAY like RRTS rail routes can be created. Atleast 1 in every state, connecting Major cities of every state. Like a high-speed metro.

One of the big improvements railways can make instead of improving speed is improving customer experience, which is equally (if not more) important. If trains are as stable and quiet as modern airplanes, so much so that people can ignore that they are in a train, then automatically trains would be better than planes, since we can get network in trains. If you are comfortable in trains, then you won't be in such a hurry to get off! Of course, in this scenario we ignore people with time constraints. They can use flights in case of an emergency.

I am still optimistic... we can achieve 100 kmph overall average speed (passenger + freight) in the next 5 yrs... and when the other DFCs and semi high speed corridors will be started we can think of getting close to 150 kmph in the next 10yrs... to get more speed we need to replace the entire system with better quality tracks which is quite possible and will be cheaper if built with 3D printers...

No need to always upgrade
Just try to maintain the average speed faster.
Reduce technical problems
Manage train traffic on track
Weather it may be mail or express it must not be stopped to let other trains
Many lines are still remaining of doubling and full electrification
Trains like rajdhani and Shatabdi are capable of reaching speed up to 160 km per hour on current tracks.
