It ranks according to the raw number of pieces of equipment, which makes little sense, many nations with underwelming militaries have tons of old equipment.
Here, no hate to italians, but France behind Italy? any serious look at France capabilities would put it on an equal footing with the brits who do spend more, but have the continuous issue of vast overspending in their armament programs and count soldiers pensions and healthcare in their budget.

I can't understand how these soldiers, sometimes fighting 1 against 20, find the strength to seal the combat, it's astonishing! I find in these French soldiers the same fervor as those at Verdun in 1916. We can't advance and suffer terrifying losses. Dunkirk is a defeat for us; practically the entire British Expeditionary Force has escaped us because of a few thousand brave French soldiers who blocked our access to the sea. Dunkirk shows me the evidence that the French soldier is one of the best in the world, resisting for 10 days against our vastly superior forces in number and equipment. The French army undoubtedly saved Great Britain from defeat.

I’m from the UK and I recall that around the time of the Brexit referendum (2016) the Leave campaigners argued that Macron wanted to create a European army and that the UK should not be part of that. Well fast forward nearly 10 years it seems it isn’t such a bad idea after all. I wonder how many senior Leave campaigners were taking Russian money…

Few things to understand to get an effective army.
You shall have a clear doctrinal approach (France : expeditionnary) that suits a foreign policy. This doctrinal approach helps to build coherent forces and an equipment that makes sense to project power according to France ambitions (aircraft carrier, helicopter carriers, transport planes...). It also requires a political will, with correct intelligence, that accepts to take risks (France did well with Afghanistan in 2021, and in Sudan in 2023 too). Plus the human ressources is well trained thanks to many wars in africa (i agree its a different thing than fighting russians but at least France got soldier who trained to perform combat action during many years)
