That's a swarm of mosquitos and NOT flies, and that guy is not directing the swarm of mosquitos because mosquitos, for reason unknown to me, has a tendency to congregate on top of people just after dusk. Obviously, when that man moved his hands, the swarm of mosquitos reacted in kind.

The person walking across the street in Columbia-its a person with a cane in bright clothing, thats reflecting back to the camera as glowing because of the low light.
In the first clip, it is just a person running across the camera, they appear like that because they're close and moving quickly, probably because of dealing with the crash.
