Yes I think the pupils should leave their mobile phones at a locker during the full school journey. This way they will also learn basic human skills such as socializing.

Cell phones should be taken away during regular school hrs in Germany and all countries around the world. And, expand tablet use tremendously!!

From everything we know about kids and phones. They should straigt up be banned until like 10 and then restrictively be introduced. The amount of developmental issues cause is insane.

They should put the phones from all of the students in a box at the beginning of the lesson and only get them back at the beginning of recess and at the end of the day. Problem solved.
