Some people get "banned" if they use a google voice number or similar service and/or don't give Telegram permission to automatically verify your phone. If you have a google voice number that's why it's not working. If you are not using that kind of number then you might have blocked Telegram from seeing your contacts and automatically verifying, so you have to uninstall the app, then reinstall and try again but this time approve all the permissions. Before you say "but I've been using Telegram with google voice for years" it's a new change, so if you uninstalled the app or trying to install it on a new device, the new rule will take effect. If you use google voice or something and you haven't been banned, DO NOT uninstall telegram because you won't be able to use google voice again if you try to re-install it. They will not respond to you. It's a foreign company and a non profit so they don't care.
