Portal Vcenter to power (on-off) and restart Vm with API

Dears, i made my new test to connect with vCenter rest API, for now the beta working to power on, shutdown guest and restart Vm. Of course there are many features that i would like to include. Os is ubuntu with python and django all on docker container. Stay tuned.
