Raylan (Timothy Olyphant) follows Reardon (Stephen Root) to the strip club and clears the bathroom, but finds Reardon missing upon return. Outside, Virgil confronts Reardon, demanding an explanation for Reardon's harshness but Reardon shoots Corum before explaining.

From Season 1, Episode 10: "The Hammer"

Deputy Raylan Givens has his own, Wild West-style methods of upholding justice, putting him at odds with the criminals he hunts and with his bosses in the U.S. Marshals Service. And an incident prompts his reassignment to the Kentucky district where he grew up. The character is based on one created by author Elmore Leonard in several books and short stories.

Those two sentences right there tell you Raylan might just be a better judge of character than, well, a judge.

A couple problems with Virgil's plan.
First, any death within 2 years of issue is "contestable", and being shot by Raylan would be considered "suicide by cop", and therefore no benefit would be paid as there is typically a 2 year exclusion period for suicides.
Secondly, generally speaking, if you die while committing a crime or engaging in an illegal activity, the insurance company will usually deny the claim, and your beneficiaries will not be paid.
