Raylan's not nearly as quick as he appears. He does this a lot throughout the series-he'll cleverly stall the encounter with bullshit conversation, allowing him a few extra moments to process whats going on, why its going on, and how best to handle it.

He doesn't really give a shit about the ring, he just needs a quick minute to run through all the reasons theres a suspicious man in a cop uniform trying to leave with Boyd.

Huh, crap hit man if you ask me. Solid disguise for sure but...1. a federal marshal identifies himself and he doesn't respond by identifying himself 2. attempts to order a federal law enforcement agent to stop a friendly conversation where he's trying to determine what's going on so he can leave 3. when encountering a marshall doesn't comply so as not to burn his disguise and make the hit later when it's more practical 4. threatens to fire upon a federal marshall for not following orders that don't make sense and then pulls his weapon on him. 5. fires wildly and dies like an idiot.
