The process doesn't work. Tanking creates a losing culture and doesn't guarantee that your lottery picks will stay when their rookie contract is up. Compete to win a ring to the best of your ability and make adjustments in the offseason. Kawhi Leonard was not a lottery pick, but the Spurs developed him into a star. You never know what a rookie's potential is and whether a lottery pick will stay healthy or workout.
