It is so simple too, if they call and you say never contact me again... and then they contact you again... THEN that is harassment. But one phone call is nothing. It goes the same with men and women. Asking someone (with some exceptions like boss/employee) out once should be no problem and isn’t harrasment, no matter how repulsive the person is to you.
