Like AlbinoMunkay13 pointed out, make sure the LED bulbs allow for dimming. They would say they can be dimmed right on the packaging. Also make sure that the dimmer is designed for dimming LED's. Since LED's are a completely different technology than incandescent, they require a different technology for dimming. Trying to dim an LED bulb with and old-school dimmer will cause them to pulse rapidly, as you are seeing.

Thanks Jessie, I was either going to replace my 3 dimmer switches or replace all my LED bulbs with the Halogen.  This simple fix save beaucoup

I bought led lamps from ikea and use cotech remote dim where the lamp is plugged to cotech dim adapter on wall and use a remote. And when i dim down the led lights start to flick a few times every 5-10 sec. The more i dim the more it flickers. I will try adding one regular bulb since the lamp have 6 bulbs in sirkel and one in center so i just use reg bulb in center.

Be sure that the dimmer you are using is compatible not only with led bulbs, but also with the specific led bulbs you are using. Some dimmers can be adjusted to stop the flickering when dimmed low.

I'm getting the strobe like effect with a led light fixture I installed a year or two ago but there is no dimmer switch

Even dimming Led bulbs flicker at low dim. Haven't found any bulbs that do not flicker or buzz at low dim.

Stop trying to prove to the world that you are a lighting specialist and better than the manufacturer. Get the correct dimmer, dimmers are specific in which lighting source they will be compatible with. Led's require a LED rated dimmer, tricking the dimmer with a halogen bulb is proving nothing.
