Actually USA doesn't want the EU to spend money on their own defense and defense industry, the USA just want EU to spend more money buying overpriced USA weapone and thus funding the American defense industry, and if American pushes too hard that might just push the EU countries into investing in their defense industry all together which is the opposite of what USA wants

Two years ago a German politician broke a taboo, when he brought up the „bomb“ in his speech in the Bundestag. The reaction from the US ambassador came the same day: „Let’s not go down that path.“ But why not? If France, the UK and Italy have them, why shouldn’t Germany have her own?

Romanian here, Nato and EU. We recently bought so many over priced old US weapons that I think US can house every single homeless guy with those profits.
Imagine an United Europe that builds its own weapons, has its own foreign policies and has good ties with Russia and China.
I'm sure that exactly what US wants from us.

US army size 450 000 which is 136 people per 100 000 people.

Germany is neutered by America to this day after WW2 with permanent US bases there, so Germany is restricted with how much they can strengthen their military
