In UK the Press Gang was totally legal BUT they were only allowed to take unemployed Seamen, not random citizens as is often used in "Pirate" fiction.Before 1812 the Royal Navy did often Press seamen from civilian vessels in times of need.This often included American ships (the Independance only covered the Thirteen Colonies) which lead to another War for further Independance.
