That's why, in this video, I have decided to go over EVERY cut Pokemon from every generation that we know about so far, and discuss how many we know about, what we know about them, and what we have still yet to find out. I really like how in Scarlet and Violet they revisited some of their beta sprites and made them into their own Pokemon like Bellibolt for example. I hope they expand more on this in the future.

Are you absolutely certain Sugimori was speaking literally with those numbers? Sometimes a culture (especially an ancient culture) will use [a big number] to just mean "a lot", like we say "a million".

There are loads of Gen I pkmn that were redesigned, then cut, in Gen II. So The mismatched numbers Sugimori gave might be influenced by that.
That said, maybe Gen IV had almost no cut mons, bc they revisited their Gens I, II, & III backlogs, which included so many transgen evos.

i think maybe Ken Sugimori could've meant that they've cut a third of created pokemon for the game, but also they designed several more ideas during concept art stage and some of the concept designs got dropped before going further through the pipeline

A Pokémon based on Dolly the sheep was cut from gen 1. Nobody ever brings it up but the developers revealed in an old interview that it was cut cause they didn't want to risk controversy about clones.
