How to add a Virtual Background to Microsoft Teams

The fact that you need a video to explain this says a lot about "Microsoft Teams" already. 38 seconds in and I can't find any of these options. looks totally different :-(

OMG, you just save my life! i was sitting thru all the Team tutorial, no 1 mention the 2 version!!! those people's video should get a thumbs down! why can't they think for people who are new to TEAM?

I dont have a add new button how do I fix this?
I've tried manually installing through appdata and there is no uploads folder and i've added my own yet I still dont see my custom background
Edit: I have school version of MS Teams and when I use other versions it will work and I will have custom backgrounds but with school MS Teams it wont, is it because the school wont let me or???

I think background effect only works on hp, Lenovo laptops I have Dell the option is not present
