So cost/conv. by time always shows the actual Roas/CPA without the need to wait for attribution?

When tracking phone call conversions in a campaign, how does Google determine which ad clicks resulted in which phone calls?

Example: I have an ad campaign that tracks calls to numbers on my website. So if someone clicks one of my ads, the landing page loads and the number on the website is replaced with a Google Forwarding Number (triggered by phone snippet code on my website). Let's say:
- Adam searched for my service on their laptop,
- clicked my ad,
- looked at my landing page,
- typed out my forwarding number in their phone,
- save as new contact to come back to later
- 9 days later, they call the number and a book an appointment (successful conversion)

I understand how Google can determine the conversion came from an ad click (because Adam phoned the Google Forwarding Number).

But how does Google determine the conversion came from the exact ad click that took place 9 days ago?

I presume prospects' online browsing journeys are often tracked through cookies, which lets advertisers see which ads lead to which conversions.

But with call conversions, I'm willing to bet it's common for prospects to interact with our ad on desktop/laptop, and dial the number in their phone. Cookies are no use here surely!



Additionally, If Google can't determine when the ad click took place that lead to the phone call... how can Google judge if the conversion took place within the "click-through conversion window"?

E.g. Going back to the call Adam made 9 days after clicking my ad: If I've set a click-through conversion window of 7 days, but Google cannot determine when the original ad click took place.... will the conversion count? Or will it be discarded?
