Booting to safe mode is a great way troubleshoot or diagnose problems on your Windows 10 PC. While much has changed since Windows 7, it is still very easy to access it in Windows 10.

people that usually want to get to safemode is because their display isnt working so maybe put the shortcut when booting as the first option... yeah?

Ppl that may have issue with this vid; Wat I did was reboot my pc, hit F12 (Lenovo Laptop) and got into boot manager. I loaded into the second boot option and that worked.
However, I faced this issue again and the new method I had to do was enter advanced options via reboot x3, was to go into UEFI mode and then change UEFI to Legacy (put legacy for both under Boot Tab) and then saved changes. After that, I went back into the second drive via F12 again and then I bypassed shitty W10 1903's undoing changes infinite loop.
Hope this helps out anyone, just did this today!

NOTE: #4 should have been first as it's the ONLY one that is for "BOOT to Safe Mode". Numbers 1, 2 & 3 are for REBOOT to Safe Mode. i.e. for when already in Windows but you want to make some minor changes although I can't see think of any changes one would need to make that require you to be Safe Mode and can't access from the Command Prompt.

I was having so much issues. Tried everything. Got really frustrated. But I just went to msconfig and selected 'normal startup' in general section. And now everything's fine. Yayyyy!!!

1. Boot off the computer (skip if already off)
2. Press your BIOS key directly after there is any sign of windows booting (spam ESC, F8, F6, or F9)
3. Go to "System recovery"
4. Find "Boot options"
5. Use the hotkey for "safe mode"
7. Give yourself a pat on the back cause you're done

Using a Dell Inspiron 15 with Windows 10 option 4 worked for me on the 4th restart as opposed to 3 restarts
