When I go into task manager all of the percentages are really low while idle and don’t get that much higher when playing games but when I’m playing games I get low FPS. I have an RTX 2080, i9-9900k and 16gb of ram and I can only get 60 FPS on all low settings on Modern Warfare 2019, 45-60 FPS on lowest setting possible on GTA V but my friend has lower specs and he uses higher settings than me and get more FPS than me. I have tried everything, updating drivers and windows, reinstalling drivers and windows, overclocking and nothing has helped. And I made sure that game mode isn’t on in windows settings and all my nvidia control panel settings are set right as well, I just don’t know what to do at this point.

My younger brother likes to download everything possible, from games, to voice changers, and all of that without asking me if he can since it's my PC, and its gotten to the point that everything just stops responding, I just got my task manager up. he downloaded this thing called "PCAccelerate" and it never lets you do anything, every time you close it it re-opens
