Instead of lowering resolution scale you should lower your resolution as it gives more fps as compared to lowering resolution scale. So according to this, you could get the same fps in the video but have much more better quality but your UI and game would be stretched if you chose a 4:3 aspect ratio resolution. I hope this helps.

Guys trust me lower your resolution and put FSR resolution scale to Ultra Quality, its much better only makes the UI look meh and the game looks good!

You don't need a 1060... I have an i7 7700 int graphics on all low.
