AI countries in Hoi4 are coded NOT to choose industrial focuses if they control only 1 province and it's not 1939 yet, so if you want to annex your puppets and get more factories faster, it might be more beneficial to opt for united Croatia and Bosnia, as they would have not 1, but 2 provinces each.

this was actually the first run I did as yugoslavia, cuz I thought it would give me the option to play as croatia. Then when it just got released instead of giving me the option, I was like 'eh, whatever' and proceeded to get roflstomped by the axis in about 4 seconds.
