I like your theory, well thought out. however (and this is my opinion), I personally don't really see carrot as a straw hat. don't get the wrong idea, I love her and she's a cool person, but she doesn't really have any real depth or character as a straw hat like the rest do. she may have bonded with some of the screw (luffy, nami, chopper and brook) but I just don't see it. As to be a straw hat, there are the 3 major requirements: tragic past (she has none, unless you count jacks raid, which only lasted for 1 week), loss of a loved one (unless you count pedro, but if he does return alive some how, then her chances of joining are even less), and a dream (unless traveling the world counts, but to me that's a little weak). I mean, she's clearly strong, cute, and has that sulong form, but that's only on a full moon, granted chopper could find a way to activate it for her via rumble ball. however, if, theoretically, if chopper were to learn electro from the mink tribe, then her chances of joining are dropped. her role could be a watchout looker, but that could be for anyone. plus, the crew already has 1 talking animal, and chopper not being a mink is more unique for him.

for every straw hat candidate, they have their character freshed out upon their introduction. carrots role in the Zou arc was very minor, as her character was hardly portrayed till much later.
not only that, Luffy is the one who meets the future straw hats, as sanji's group met her first, and then zoro's group upon arriving. her role on WCI was moderate, but did accomplish quite a bit: capturing Brulee, mirrorworld traveling, using her sulong form and helping in the escape, but was kept out personally against the fight with big mom, which to me was to demonstrate Jinbe's future role with the crew. however, I will admit I could be wrong, but once wano ends, we'll see if she ends up joining, as right now she doesn't even have a bounty, as she wanted primarily to travel on an adventure, and rescue sanji, that's all. plus Luffy is the one who first meets the future members, not the crew. and he does so in a rather bizzar manner (zoro: tied to a post. Nami: fell out of the sky. usopp: at the coast with him playing pirate. sanji: restaurant in the ocean with him carrying food on his head. robin: on the deck of his ship out of nowhere. chopper: at the top of a snowy mountain. franky: in the city doing his pose (note: usopp technically met him first, but luffy met him without his outfit on), brook on the ghost ship. jinbe: chained to impel down floor. and hancock: during her bath when she was naked).

Jinbe is already a guarantee member, given he joined at the end of WCI. though with him talking about sacrificing himself someday, I personally don't see him dying given he's too important to die, unlike Ace or Whitebeard. as I always consider jinbe like a father figure/uncle to luffy, to give him wisdom when needed. With jinbe, that makes 9 members, 10 counting luffy. and luffy said he wanted 10 (presuming he wasn't talking about himself). Vivi was confirmed in the databooks as the 13th member, but is also clarified as a former member. I'm not surprised, I love her, but she NEVER would be able to handle the new world, she herself admitted that fact.

I personally am going with a gut feeling that maybe, possibly Hancock will join the crew someday (once the shichibukai system is ended). as she has a tragic past (being a slave), the other 2 requirements having been shown, given her past was only explained a little and just hinted. but I think her past has a lot of potential about the dark secrets of the World nobles and government. plus she's really the only warlord (aside from jinbe and law) that has a genuine bond with luffy.

don't forget, she's got that love sickness (I just laugh about it at times personally), and the old lady (can't remember her name) mentioned she'll have to leave the island someday, as once the warlord system is done, they'll need to have another way to protect her country, that being under the name of a powerful pirate, and given luffy is now declared a Yonko, he has the power to do so. plus, luffy owes hancock a lot (impel down, helping try to save ace, hiding him, and reuniting him with his crew), so its a fact he would repay her someday.

plus, if you look carefully, oda foreshadowed robin joining the crew earlier. in lougetown, nami tried on an outfit similar to her miss all sunday outfit. later, she tried on an outfit similar to hancock's prototype outfit (oda himself confirmed that outfit was hancock's prototype design). also, if you see, all 3 women have similar backgrounds: all 3 were slaves during their childhood (nami to arlong, robin to her stepaunt, and hancock to the CD), all 3 were luffy's enemy when they first met, they had a warped outlook on life (nami thought all pirates were evil, robin thought the whole world was her enemy, hancock thought all men were scum), all 3 are very beautiful, they had someone who sacrificed themselves to save their lives (nami to bellmere, robin to saul, and hancock to tiger, though tiger didn't die till sometime later), all 3 had their pasts hinted and only revealed much later (nami during the arlong arc, robin at eneis lobby, but hancock hasn't yet). so its safe to assume hancock is very similar to Nami and Robin.

given her love for luffy, she clearly is more interested in being with him over being empress of her island, as i'm certain either one of her sisters or someone else could rule in her place. her dream could be to marry luffy, or (and I consider this one more likely) to end slavery once and for all. given her being a slave, she is more sympathetic towards slaves as a whole.

also, I've researched a lot, and EVERY straw hat is based off a character from fiction or real life including their past as a whole:
luffy: son goku. both were raised by a grandparent (garp and gohan) lived in the mountains and raised themselves growing up.
Zoro: don diego de la vegga (legend of zoro): both fought for the people (zoro took down pirates as a bounty hunter for food and money), both are swordsmen and wear bandanas.
Nami: Selina kyle (catwoman): both are greedy and love money, wear revealing clothing, flirts, master thieves and have nicknames revolving around cats and theft. both lived lives in poverty and stealing to live.
Usopp: the boy in the tail of "the boy who cried wolf": usopp always lied saying "pirates were coming!" for years on end, as did the boy who cried wolf, and when it really happened, no one believed them and it bit them in the ass.
Sanji: Philippe Bourbon from "the man in the iron mask": both were forced to wear an iron mask in their youth due to a cruel ruler and rotted in a dungeon out of cruelty.
Chopper: Rudolph: both were treated badly in their herds due to their nose color, both hated due to how they had unique powers (Rudolph cause of his glowing nose and chopper cause of his devil fruit power).
Robin: cinderella: both were abused and neglected by their stepparent, forced to do chores and poor food and clothes, and treated like a servant than family.
Franky: one of the disciples from the novel "the pillars of the earth (1989): in the novel there was a builder named tom who had 2 apprentices. he tried to build a bridge, but died before he could finish, as one of his desiples finished it for him. in one piece, franky has a mentor who was named tom, died before he could finish his dream, and franky finished it for him.
Brook: the character from "the ryme of an ancient marine": both sailed the seas, lost their crews and wandered for years on end till they were saved.
Jinbe: a mix of Malcom X and MLK jr movements: he served tiger (Malcom X) and later Otohime (MLK jr) wanting to promote peace with his people in his own ways.
Hancock: the greek goddess Penthesilea: Penthesilea was the queen of the Amazon Warriors from Greek Mythology. She was enslaved as a child by Persians but she later escaped with two of her sisters (as did hancock and her sisters). Since the Kuja are referred to as Amazons, there’s a clear enough link, but then you also have to consider the fact Penthesilea is sometimes referred to as the greatest female archer, which by the way is a nod to her Devil Fruit abilities again. In fact, Penthiselea is one of 13 named Amazonians in the lost poem; the Aethiopis, there are 13 named Kuja Pirates: Hancock, Marigold, Sandersonia, Ran, Daisy, Cosmos, Rindo, Fan, Marguerite, Sweat Pea, Alphelandra and Gloriosa (ex member).

also, all the male members have something that makes them odd in their own way (luffy can stretch, zoro green hair, sanji curly eyebrows, chopper talking animal, usopp long nose, franky cybord, brook talking skeleton, and jinbe whaleshark. the female members are all relitavely normal in design (unlike monet who has wings, and is more than likely dead) or carrot as a mink. also, wouldn't it make some sense for the future pirate king to have the pirate empress as a member? I mean, hancock has A LOT of humor she could bring with the crew as a whole. especially since I think her powers would not work on franky, brook, chopper and zoro due to certain reasons.

I know this is completely out of left field, and I may sound COMPLETELY nuts, but I think that this crazy theory of mine has a chance to happen, but not for a while. The Straw Hat crew only has two females, and at this point, I don’t think there would be any other female characters that would be introduced, that would have any reason to join the crew. (Save the Monet talk. I’m 99% sure she’s dead). Boa is the only other female I could see joining the Straw Hats, and the circumstances I mentioned are the only way this could even remotely happen.

And oda also said that there would be an old enemy joining the strawhats.
I really think that it will be ceasar because he's the only one that can help the strawhats against vegapunks creations.
And his specialty as a creator/inventor is definitely needed in the strawhats.
