A Baltimore cop was filmed by a citizen stalking him and trying to intimidate him into stopping recording his fellow officers. The cop repeatedly walked very close to and around the citizen filming and also got into a heated verbal altercation with the citizen. Rick Strom breaks it down. As for the other one with the phone, the officer wouldn't even need it in the first place if Baltimore PD would enforce wearing and keeping on bodycams.
