Some builders don't care about their managers, this causing a company wide quality issue. A lot of corporations have poor management picks

Your right, coming from a ex-project manager. Only problem is, the builder loads you with so many house, you start looking crossed eyed at everything. I went to work one day, lived about 3 miles away, and did not go home for a whole month because of all the houses in production. I was single and stupid.

Both. The project manager is responsible on a daily basis. But I would expect the builder contractor to pop up to check things out too.
