That the ram is 'almost full' it doesn't mean its actually 'almost full' - systems often expand ram usage if it knows there's lots available, that it wouldn't use under more stress.

Windows admin center is not a feature specific to windows server 2019, you can even install it on a windows 10 machin.. it Can not be installed on a DC ..
