Formula1 stopped re-fueling in the pits several years ago and if they did, 3 seconds wouldn’t be long enough to refuel.

Brakes are ceramic not carbon fiber. Re-fueling never happened in 3 seconds and current pit stops have been performed in under 2 seconds.
