How to fix Bluetooth Error This Device Cannot Start (Code 10) STATUS_DEVICE_POWER_FAILURE in device manager on Windows 11 & 10
Step 1) Restart your system
Step 2) Run a Bluetooth Troubleshooter
Step 3) Bluetooth Support service
Step 4) Update Windows
Step 5) Turn Off Fast Start up
Step 6) Update Bluetooth driver from Device manager
Step 7) Roll Back Bluetooth Driver
Step 8) Uninstall and reinstall Bluetooth driver
Step 9) Manually download Bluetooth driver from the PC manufacturer’s website
Step 10) Use Intel Driver Support Assistant if you Intel Bluetooth Device
Step 11) Update System BIOS
Step 12) Set to wireless adapter to Maximum Performance
Step 13) Perform System restore
Step 15) Reset your PC- Please backup your data as reset may result in data loss

Another trick worth trying is basically Step 1, but instead of clicking Restart, click Shut Down. After your system is turned off, unplug the power cable from the power supply, then press the power button a few times to drain any residual power from the system. Wait for few minutes, then plug it back in, and turn on your computer. I don't know why, but it worked for me.

Step 10 ACTUALLY works. Dowload the driver assistant and it willhelp you update Bluetooth drivers.
