The cops are some sort of makeshift racing-ghost implementation rather than AI. They take the exact same routes you do, clip through traffic, and have a rather fixed distance from your car. You may have also noticed how they teleport behind you into a racing ghost thing. Hopefully at some point they will get actual AI in them.

Have you thought about doing any more chases with human cop(s)? I think this is always a fun video and I feel you would be able to make them much more cinematic than other content creators. Imagine drifting on that tight Japan map at night with a few buds chasing you. That would be wild.
