Our intelligence community surely knew of the Chinese hypersonic glide vehicle project for years. I've known about it for years and I'm not part of the IC or the military. Pictures of hypersonic glide vehicle test articles were published online in open sources in 2016 and more in 2017, including video of drop tests of the vehicles from high altitude balloons to test their aerodynamics. While we might not have expected the specific test when it occurred, and that would not be good, we surely knew of the program. If not, the entire IC needs to be fired.
