EU's ammunition manufacturing capacity is small in comparison to the top like China, same goes with United States. Roughly they can deliver 10-20% of the shells and missiles per month as China, without counting Russia, North Korea and Iran.
The second problem is cost, it cost way too much money for Europeans and Americans to manufacture weapons and ammunitions, at least 10 times of the Chinese counterparts, just like homemade comparing to Temu. Therefore it is not possible to keep up any conventional war even with just Russia.
Ukraine at this moment is consuming most of the ammo capacity of the west and fail to meet its need.
