Russia-Ukraine war: Thousands of North Korean troops being trained near Mongolian border, says Kyiv

The issue North Korean soldiers allegedly fighting for Russia has been raised by Ukrainian President Volodymyr Zelenskyy. So UK soldiers can help Ukraine under the guise of 'training them' but North Korean soldiers can't help Russia. Countries can openly send help to Ukraine but no one is allowed to support Russia. What is right and what is wrong? Who decides it? Yes, Russia is wrong in invading Ukraine but so are the countries, with US being the leader for creating NATO.
