There are just not enough police officers to handle the tearing of the social fabric that is happening, from domestic violence calls, hobo mischief, young kids zipping around local streets like they're playing a video game, and neighbors who don't speak a common language calling 911 every time their kids get into fight. Something's gotta give. Unfortunately, it's retail businesses that are taking the hit. A close second is car break-ins. Punishment has to be severe enough to deter. Right now, the culprits aren't even getting caught.
