i've had baton training, and a licensed baton carrier (which i was) is NOT permitted to strike the head with the baton - body blows only. if he had caused a brain injury he would be deeply fucked. he prolly would have lost his house and pension. i was a county employee in the 90's carrying gas and baton, but no firearm, although i now have carry permits for wa, and non-res or.
