You might want to watch the video again. Looks like you missed a few things. Bear in mind that a statistical trend upwards does not mean each and every year will be more than the last.

He was saying that in spite of the statistically average amount of fires there has been more damage done by these fires than is normal. As we continue the outward expansion of our communities you'll be hearing this more often. So I suggest you get used to it.
