Why penalize the unsheltered with a monetary fine? This makes no sense. If someone cannot pay the over-priced rent in the Puget Sound area (thus contributing to their unsheltered issue), a monetary punishment will not assist in securing housing.

North Dakota. Put a big 15' high chainlink fence up around the entire state. Send every homeless person to North Dakota. Centralizatino of the homeless, means centralization of the services, which means maximum efficiency in feeding, sheltering, and medical care. Oh, what about the people that live in North Dakota? Move them to South Dakota. They'll never know the difference...
